Erasmus+ Alliance for Innovation Project

From sustainability policy to everyday food decisions

FRAME works on decision environments, behavioural mechanisms and implementation contexts to turn policy ambition into practical change.

Why sustainability policies don’t always change behaviour

Across Europe, sustainability strategies are in place. Yet everyday food decisions are still shaped by habits, environments and systemic barriers.

Food waste is still high

Large amounts of food are still wasted each year, often as a result of everyday routines and purchasing habits.

Environmental impact is embedded

The way food is produced, displayed and promoted influences its environmental footprint long before it reaches consumers.

Unsustainable choices persist

Many daily food decisions are shaped by convenience, default options and established habits.

Policy and practice don’t match

Existing strategies often struggle to influence what happens in real-life decision environments.

What FRAME is

FRAME is a 36-month Erasmus+ project focused on behavioural change in European food systems.

Rather than creating new sustainability policies, FRAME works on the environments and decision contexts where those policies are applied.

By integrating behavioural science into real-life food settings, from retail to public catering, the project supports the practical implementation of existing strategies.

Our approach

How FRAME works

FRAME translates sustainability goals into real-world action by combining behavioral insights, learning, and collaboration across sectors.

Behavioural insight

Understanding what drives food choices and decision-making.

Cross-sector collaboration

Connecting policymakers, businesses, and educators.

Applied capacity building

Building practical skills through training and education.

System-level impact

Supporting aligned and scalable sustainability action across Europe.

How it works

From evidence to implementation

FRAME moves from behavioural evidence to practical implementation, enabling policy intent to translate into everyday decisions.

01.

Understand behaviour

Research and mapping identify the barriers and drivers behind everyday food decisions.
02.

Build skills

A structured training pathway and MOOC equip professionals to apply behavioural insights.
03.

Test solutions

Workshops, hackathons and testing environments refine real-world interventions.
04.

Scale into practice

Validated solutions become nudging strategies and policy briefs ready for implementation.

Who FRAME is for

FRAME engages actors who play a role in shaping food decision environments across Europe.

Policymakers

Supporting the design and implementation of behavioural-informed food policies.

Businesses

Helping organisations integrate sustainability into everyday operations and food-related services.

Educators

Providing tools and training to embed sustainable practices into learning environments.

Civil society

Enabling networks and communities to support local behavioural change initiatives.

Partner organisations
